Organizations should have a clear work description of what a planner’s role is. The role may vary between organizations, mainly due to plant size. Some organizations have combined planners/supervisors. Some have dedicated planners for shutdowns/turnarounds. Planner/Scheduler position is responsible for the effective execution of all maintenance work control processes. He / she is responsible to the Maintenance Manager for the efficient and effective use of planning and scheduling
all resources to conduct maintenance activities which result in minimum downtime and maximum productivity. In order to fulfill these responsibilities in the most effective manner, the Planner/Schedule is empowered to manage work priority, develop job plans, define parts and material, define crafts and skills and engage the proper resources to develop a safe, effective and efficient work control plan.
Duties and Responsibilities
Planner once a valid work request is submitted will prioritize, plan, schedule and follow–up on accuracy of the job plan for all planned (PM and corrective) work. There focus is not day to day but is to be proactive and optimize workforce productivity and minimize plant downtime. In performance of these duties the planner has the following responsibilities:
Able and competent in root cause failure analysis leadership and investigations
Establish, maintain and improve the Maintenance Planning and Scheduling business flow process
Review all planned work request from assigned area and determine validity and accuracy of information and engage the appropriate resources to set a preliminary priority.
Develop cost and time estimates of planned maintenance work
Principle contact and liaison between the maintenance department and operation planning. They ensure the area, department or facility in which they are assigned receive professional maintenance service in a timely manner to ensure high equipment availability and performance.
Purchase all necessary parts, equipment, services and documentation to perform the maintenance work
Scope the full extent of maintenance work needed to conduct the relevant repair / preventive / predictive / design-out activities on the organization’s plant and equipment
Reviews work request for accuracy and clarity: clear scope of work, realistic completion date, proper lead times, correct equipment identification, proper charge number, proper authorization, and discuss details with originator of the work order.
Write applicable maintenance procedures that promote defect-free maintenance work quality
Responsible for up-keep and accuracy of equipment maintenance history and job records database
Convert the organization’s asset management and maintenance strategy into workplace activities
Responsible for up-keep and accuracy of technical information on processes, plant and equipment
Schedule maintenance work into production plan
Apply good stores management practices and parts management to ensure parts and equipment retain full reliability while stored
Follow up with supervisors and lead to ensure that completed work job packets are turned in with improvement comments in a timely fashion.
Ensure key performance indicators are captured and reported for equipment reliability, maintenance department performance and planning and scheduling business flow process
Collaborate with maintenance supervision to schedule manpower and resources for the most effective production and maintenance outcomes
Keep accurate metrics on the performance of planning and scheduling functions and provide timely reports to the Reliability manager.
Continually improving planning, scheduling, purchasing, stores, data management and job reporting systems to increase planning effectiveness and efficiency
Education and Skills
Sound and correct understanding of equipment reliability concepts
Knowledge and understands the maintenance processes and proper use of the work order system, planning and scheduling and storeroom processes.
Solid appreciation of quality management methods and practices related to plant and equipment reliability
Good organizational skills. Demonstrated organizational and planning skills.
Fully certified to perform relevant maintenance activities e.g. applicable licenses, permits and qualifications
Solid and correct understanding of risk management strategy and practices related to plant and equipment
Relationships with others
1. Reports to Maintenance Manager or Maintenance Head.
2. Works closely with Maintenance Leads and Supervisors.
3. Works closely with Operation supervision and Operation planning.
4. Works closely with engineering personnel.
5. Works closely with Stores and purchasing personnel.
6. Works closely with other Planner/Schedulers.
7. Interfaces with Safety and Environmental resources for specific concerns.

The maintenance planner will obligate subordinates to direct and enforce the safety program.

Enforce safety policies by conducting inspections and counseling subordinates.
